Applies the data rights to all the given datas.
If inherit is set to true, the data rights are also inherited to container items, if the data is of type PsrContainer.
If overwrite is set to true, all existing data rights on the object are cleared before the new ones are applied. If set to false,
the method only applies the changes in data rights.
